DeKalb soldier honored
Gov. Rod Blagojevich on Friday ordered all state buildings to fly their American and state flags at half-staff from sunrise Saturday to sunset Monday in honor of a DeKalb woman who died in Kuwait earlier this week.

Bouquet/Barb - Illinois' foster families deserve a lot of credit. The state pays families who take foster children into their homes, ostensibly to reimburse them for the cost of the children's care. But by the Department of Children & Family Services' own admission, the reimbursement rates are “modest,” while the cost of raising a child continues to rise. We all benefit when children in our state are raised in the safe, stable environments these foster families provide - not because they're paid to, but because they're needed. The Barb goes to the state of Illinois, which sorely needs to raise reimbursement rates substantially. Last year's increase was just 3 percent, and it was the first time rates had risen in six years.
