When 21-month-old Madison Kowalski arrived in the children's department of the DeKalb Public Library on Monday, she kept her big blue eyes shyly hidden behind a stuffed Winnie-the-Pooh. But by the end of the twice-monthly Toddler Circle Time, Madison, a regular participant, was dancing with her friends and waving her hands in time to the songs.
